Modifications to Editor user permissions: deleting records & loan management

CCH2 user requests:

1. Revoke ability for Editors to delete records via the Admin tab on the Occurrence Editor form
2. Revoke Editor access to Loan Management tools

Suggestion: make Loan Management tools read-only for Editors.

Editors have always been able to delete records and manage loans. Collections often have students check-in and manage loans, but they don't want students to have access to permission management, and other admin tools. Records can be deleted, but not batch deleted and can be restored. Maybe we need a function to list deleted records? If data entry folks can't delete records, they will type over a record with a new record to "remove" unwanted records, which is worse than deleting. Maybe we should discuss.
