Custom file name toml settings?

It would be nice to have a custom file name setting, but I'm not sure if this currently exists or not

if I recall correctly, we used to have it but finally get removed ...

because there is a problem about how can we read the path of the customized toml setting file, could be sort of solutions like:

1. we read etc/leetcode.toml first if exist
2. we redirect the custom settings to <path-to-settings>
