Connect-PnPOnline -interactive -clientid times out during authentication

I am receiving a timeout error when trying to Connect-PnPOnline to a SharePoint collection that I manage using an App registration clientid. I get the pop-up widow asking for the account to authenticate, select the appropriate account, am presented with the you are connected and can close this window message, yet it never completes the handshake. I have tried running this from VS Code. the PWSH console, on and off VPN without success.
